The speaker was Jim, one of two the impolite British soldiers.
Jim and Bill were the two British soldiers who boarded the first-class compartment though they were allowed to travel only in second class. Seeing Sir Mohan Lal in that compartment they insulted him as he was an Indian. When Sir Mohan Lal protested in his Oxford accent, they paused for a moment and then Jim said the line quoted above.
Sir Mohan Lal was an Indian and according to those British soldiers he did not deserve to travel in a first-class compartment. They insulted him by calling him a ‘nigger’ and ordered him to get out of the compartment. Though Sir Mohan Lal had a British accent it was not a matter of concern for them. So, Jim ordered him to keep his mouth shut and struck Sir Mohan Lal flat on the face. Finally, they threw him out of the train along with his luggage.
