In this text, which is an edited version of Gardiner’s essay of the same name, the author observes how a bus conductor makes a lady go up to the uncovered top of a double-decker bus on a freezing evening just because she is carrying a dog. While watching the incident and its reaction among other passengers, the author wonders whether rules should be tempered with goodwill in order to make them more humane.

I was travelling in a bus. It was a bitterly cold night, and even at the far end of the bus the east wind cut like a knife. The bus stopped and two women and a man got in together and filled the vacant places. The younger woman carried a little Pekinese dog. The conductor came in and took their fares. Then his eye rested on the beady-eyed dog. I saw trouble coming up. This was the opportunity for which the conductor had been waiting, and he intended to make the most of it. I had marked him as the type who had a general vague grievance about everything. He seemed to have a particular grievance against passengers who came and sat in his bus while he shivered at the door.

“You must take that dog out,” he said.

 “আপনাকে অবশ্যই এই কুকুরটিকে বাইরে নিয়ে যেতে হবে,”

“I shall certainly do nothing of the kind. You can take my name and address,” said the woman. She had evidently expected the challenge and knew the reply. 

তিনি বলেছিলেন, “আমি অবশ্যই এ জাতীয় কিছু করব না। আপনি আমার নাম এবং ঠিকানা নিতে পারেন, “মহিলা বলেন। তিনি স্পষ্টতই চ্যালেঞ্জটি প্রত্যাশা করেছিলেন এবং উত্তরটি জানতেন।

“You must take the dog out—that’s my order.”

“I won’t go on the top of the bus in such weather. It would kill me,” said the woman.

“এ জাতীয় আবহাওয়ায় আমি বাসের শীর্ষে যাব না। এটা আমাকে মেরে ফেলবে, “মহিলা বলেছিলেন।

“Certainly not,” said her lady companion. “You’ve got a cough as it is.”

“অবশ্যই না,” তার মহিলা সহচর বললেন’। “আপনার কাশির মতো অবস্থা হয়েছে”

“It’s nonsense,” said her male companion.

The conductor pulled the bell, and the bus stopped. “This bus doesn’t go on until that dog is brought out. He stepped on to the pavement and waited. It was his moment of triumph. He had the law on his side. Everybody in the bus was on the side of the lady and her dog. They talked in raised voices: 

কন্ডাক্টর বেলটি টানলেন, এবং বাস থামল। “এই বাসটি কুকুরটিকে বের না করা অবধি চলবে না। তিনি ফুটপাতে নেমে অপেক্ষা করতে লাগলেন। এটি ছিল তার বিজয়ের মুহূর্ত। আইন তাঁর পক্ষেই  ছিল। বাসের সকলেই মহিলা এবং তার কুকুরের পক্ষে ছিল। তারা উত্থাপিত কণ্ঠে কথা বলেছিল:

“Shameful.” 

“লজ্জাজনক।” 

“Call the police!”

“পুলিশকে ফোন করুন!” 

“Let’s all report him!”

“আসুন সবাই তাকে ব্যাপারটা জানাই!”

“Let’s make him give us our fares back.”

“আসুন ওকে আমাদের ভাড়া ফিরিয়ে দিতে বলা হোক”

“Yes, that’s it; let’s make him give us our fares back!”

“হ্যাঁ, এটাই; আসুন ওকে আমাদের ভাড়া ফিরিয়ে দিতে বলি!”

The little animal sat blinking at the dim lights, unconscious of the trouble he had caused. 

ছোট্ট প্রাণীটি ম্লান আলোতে জ্বলজ্বল করে বসেছিল, যে সমস্যার সে সৃষ্টি করেছিল সে সম্পর্কে অজ্ঞান।

The conductor came to the door. Some passengers demanded, “Give us our fares back- you’ve engaged to carry us, you can’t leave us here all night!” “No fares back,” said the conductor.

কন্ডাক্টর দরজাতে এসেছিলেন। কিছু যাত্রী দাবি করেছিলেন, “আমাদের ভাড়া আমাদের ফিরিয়ে দিন- আপনার কাজ আমাদের বহন কর্রে নিয়ে যাওয়া, আপনি সারা রাত এখানে আমাদের ছাড়তে পারবেন না!” “কোনও ভাড়া ফেরত দেওয়া হবে না,” কন্ডাক্টর বললেন।

Two or three passengers got out and disappeared into the night. The conductor turned on the pavement, went to the driver to have a talk with him. 

কন্ডাক্টরটি ফুটপাথ থেকে ঘুরে ড্রাইভারের দিকে গেলেন তার সাথে কথা বলার জন্য। দু-তিনজন যাত্রী নেমে রাতের মধ্যে অদৃশ্য হয়ে গেল।

Another bus, the last on the road, went by. It seemed indifferent to the shouts of the passengers to stop. A policeman strolled up and looked in at the door. The passengers burst out with indignant protests and appeals. “Well, he’s got his rules, you know,” he said genially. Then he went away to stand a few yards down the street. There he was joined by two more constables.

আর একটি বাস, রাস্তায় সেদিনের শেষ বাস, চলে গেল। মনে হয়েছিল যাত্রীদের চেঁচামেচি থামানোর প্রতি উদাসীনতা। একজন পুলিশ পায়চারি করছিল এবং দরজার দিকে তাকাল। যাত্রীরা রাগান্বিত প্রতিবাদে ও আবেদনে ফেটে পড়েছিল। “আচ্ছা, সে তার কর্তব্যনির্দেশ পেয়েছে, আপনি জানেন,” তিনি সদয়ভাবে বলেছিলেন। তারপরে সে রাস্তা থেকে কয়েক গজ দূরে দাঁড়িয়ে গেল। সেখানে তাঁর সাথে আরও দুজন কনস্টেবল যোগ দেন।

Still the little dog blinked at the lights and the conductor walked to and fro like a captain in the hour of victory. A woman passenger’s voice rose above the gale, threatening the bus conductor. But he was cold as the night and hard as the pavement. She expressed her anger to the three policemen who stood up the street watching the drama. Then she came back, called her companion, and vanished. The bus was emptying.

তখনও কুকুরটি আলোর মধ্যে জ্বলজ্বলে করছিল এবং কন্ডাক্টর বিজয়ের মুহুর্তে অধিনায়কের মতো ইতস্তত হাঁটতে থাকে। বাসের কন্ডাক্টরকে হুমকি দিয়ে এক মহিলা যাত্রীর কন্ঠস্বরটি ঝড় বেগে উপরে উঠে গেল। কিন্তু তিনি ছিলেন রাতের মতো শীতল এবং ফুটপাথের মতো শক্ত। তিনি নাটকটি দেখে রাস্তায় দাঁড়িয়ে থাকা তিন পুলিশ সদস্যের প্রতি ক্ষোভ প্রকাশ করেছিলেন। তারপরে তিনি ফিরে এলেন, তার সহকর্মীকে ডেকে আনলেন এবং অদৃশ্য হয়ে গেল। বাসটি ফাঁকা হতে লাগল।

“I’ll go to the top,” said the young lady with the dog, at last. “You’ll have pneumonia, the man said. When she had disappeared up the stairs, the conductor came back and pulled the bell. The bus went on. He stood triumphant, while his conduct was criticized in his face by the passengers. 

অবশেষে  কুকুর সহ যুবতীটি বললেন “আমি উপরেই যাব,”। লোকটি বলল, ‘আপনার নিউমোনিয়া হবে। যখন তিনি সিঁড়ি দিয়ে অদৃশ্য হয়ে গেলেন, কন্ডাক্টর ফিরে এসে ঘণ্টাটি টানলেন। বাস চলতে লাগল। তিনি বিজয়ীর মত হয়ে দাঁড়িয়েছিলেন, যদিও তাঁর মুখের সামনেই যাত্রীরা তাঁর আচরণের সমালোচনা করেছিলেন।

Then the bus developed engine trouble and the conductor went to the help of the driver. It was a long job. Meanwhile, the lady with the dog stole down the stairs and re-entered the bus. When the engine was put right, the conductor came back and pulled the bell. Then his eye fell on the dog, and his hand went to the bell-rope again. The driver looked round, the conductor pointed to the dog, and the bus stopped. The whole struggle began all over once again. The conductor walked on the pavement, the little dog blinked at the lights, the lady again declared that she would not go to the top, and finally went. 

তারপরে বাসটিতে ইঞ্জিনের সমস্যার সৃষ্টি হল এবং কন্ডাক্টর ড্রাইভারের সহায়তার জন্য গেল। এটি একটি দীর্ঘ সময়ের কাজ ছিল। এদিকে কুকুরের সাথে ভদ্রমহিলা সিঁড়ি থেকে চুপিসারে নেমে বসে উঠে পড়ে। যখন ইঞ্জিনটি ঠিক হল, কন্ডাক্টর ফিরে এসে বেলটি টানলেন। তারপরে তার চোখ কুকুরটির দিকে পড়ল, আর তার হাত আবার বেলের দড়ির কাছে গেল। ড্রাইভারটি চারদিকে তাকাল, কন্ডাক্টর কুকুরটির দিকে ইশারা করল, এবং বাস থামল। পুরো ঘা ঝামেলাটি আবারও শুরু হয়েছিল। কন্ডাক্টর ফুটপাথে হাঁটল, ছোট কুকুরটি আলোয় জ্বলজ্বল করল, ভদ্রমহিলা আবার ঘোষণা করলেন যে তিনি শীর্ষে যাবেন না এবং অবশেষে গেলেন।

The bus was soon empty, and I was the last passenger left behind. “I’ve got my rules,” the conductor said to me. He had won his victory, but felt that he would like to justify himself to somebody. 

বাসটি শীঘ্রই খালি হয়ে গেল এবং আমিই শেষ যাত্রী  অবশিষ্ট ছিলাম। কন্ডাক্টর আমাকে বললেন, “আমি আমার নিয়মগুলি পেয়েছি। তিনি তার বিজয় অর্জন করেছিলেন, তবে অনুভব করেছিলেন যে তিনি কারও কাছে নিজেকে ন্যায়সঙ্গত করতে চান।

“Rules,” I said, “are necessary things. Some are hard and fast rules, like the rule of the road, which cannot be broken without danger to life and limb. But some are only rules for your guidance, like that rule about the dogs. You can use your common sense here. They are meant to be observed in the spirit, not in the letter, for the comfort of the passengers. You have kept the rule, but broken its spirit. You should mind your rules with a little good will and good temper.”

He took it very well, and when I got off the bus he said “Good night” quite amiably.

Ans: Street dogs or stray dogs are, perhaps, the most neglected and ill-treated among creatures around us. As they increase in number, insensitive treatments towards them like stone petting, beating, kicking etc. also mount. Lack of food, shelter, care and security is all that they suffer from birth to death. A wrong notion runs that they bite people. Generally, dogs are meek, loyal animals. They bite only when they are teased and bound to. Other than being nuisance and disturbing, they guard the locality against theft and other hazards. Only a little care, compassionate attitude, sufficient food and a nook can make them true friends to human society. Considering all these aspects, it stands out that we should extend our good will and well wishes to protect these faithful creatures.
